Got any idea what this goes to?

I have a 20A fuse mounted on the starboard side of my engines (1 for each engine). Both were blown, so I replaced them and took out the boat. All went well. Now one is blown again but everthing still works.<br /><br />I traced the wire (red) from the starter solinoid to the wiring harness which proceeds forward to somewhere around the instrument panel. I checked everything on the panel, and it all works. The trim/tilt motors work on both engines from the remote and with the engine-mounted switch.<br /><br />My manual shows the fuse going from the solinoid at one end, but the other end just stops in mid air. <br /><br />What is this thing?
