Gimbal Housing Anode Bolt Torque Check

Can the torque on the anode bolts on the bottom of the gimbal housing be checked without pulling the engine? 20-25 ft-lbs, right? I can access the starboard side fairly easily but the port side is behind the exhaust manifold. 3.0L mercruiser engine, alpha one gen 1 outdrive.

I've checked to try to find a similar thread, but have been unsuccessful. I apologize if this question has been asked before. Thanks for the help.

You've got a rotten transom, 'n those bolts are about to break,.....

The starboard side isn't loose, not sure about port because I can't get to it. I thought I had read somewhere that some people go in and tighten them. Good to know I shouldn't be touching them! Thanks.
