Getting small shocks in the cabin, the metal and carpet by the bed

I have a rinker 280 and when I am hooked up to shore power and my "outlet" breaker is on I am getting shocked when i touch the carpet by the queen bed or the metal of the stairs going down to the cabin. It only happens when the outlet breaker is on. I replaced the GFCI outlet hoping it might fix the problem, but did not. My next step is checking all the outlets for a loose ground wire with a receptacle tester (my mechanic said he did this, but I don't believe him since he said he did other stuff that i paid for and found out it was in fact not done, so no longer my marine mechanic). If that does not resolve it, where else could the problem be? If I am getting shocked, it means there is a ground loose somewhere correct? Help lol, I am a female and a newer boater. My husband has no interest in the boat lol... and I am smart enough to ask for help when it is clearly out of my scope.

Ayuh,..... Welcome Aboard,..... I'm guessin' it's a loose ground, or corroded ground, or wires crossed somewhere,....
