I am going to guess you are referring to an Alpha Gen 2.
The cool fuel module is a heat exchanger.
The water flow in a Alpha starts at water Impeller/Pump in the lower unit.
It runs up through a water jacket in the upper unit and then heads forward to the engine.
After passing through the Power Steering Heat Exchanger, A Check Valve, and the Cool Fuel Heat exchanger,
it arrives at the Water Distribution/Drain Housing under the Engine.
From there it continues up to the various engine components.
In theory....
When you open the drain valve the water from the check valve forward should drain forward.
All water aft of the check valve should drain back out the Alpha lower unit.
Many people feel that is all that is required.
Many other people feel that flushing with Antifreeze before draining is a necessary step, or at least added insurance.
