Gen 4 454 harmonic balancer screaming?

Bought this Baja force 250 with mercruiser 454 in it and replaced all gaskets .I also bought a parts engine to get parts and bolts from.Now after installing the original balancer it starts whining like a bearing is going out on a accessory pump.I then tried the parts motor balancer and it does the same thing.I took it off finally and it doesn't make no noise at all.WTF!! IS going on?It didn't do it before,but I did replace the timing chain cover seal for the balancer.Can that be it?Both balancer measure the same or real close.I even pulled it out a few thousands or millimeters.There is a line wore on the shaft of the balancer on the outside where the seal of timing chain cover is.Could this be it?The sound is unbearable.

Don't see a balancer making any noise because "nothing" on it will move unless it's damaged and than the ring is going to go flying off. It's not flying off so it's something else like the ALT, water pump, idler or something else spinning

Does the noise happen with the belts off? If not then you may not have the power steering or sea water pump mounted out of alinement with the brackets.

Grab the balancer with the belts off, see if it wiggles up or down and side to side. If so, it could be the crank as stated. Otherwise, sprinkle some water inside and outside the belt, if the noise goes away it is the belt, or something else. I did have a car that did that, it ate belts like nobody’s business. Found the balancer was wore enough that the grooves were wore to deep and the top of the grooves was sharp! New balancer fixed it.
