Gear Oil Milky

I know this question has been asked to death. I just want to know if my thinking is right. 1. replace vent and drain plugs, after recharging gear oil. If oil is still milky, Ive got a seal problem,right? And the other question is,can I replace the seals myself or is this something better left to the pro"s?
