I bought a Mariner 4 HP outboard. The previous owner did not have the manual and could not remember the correct gas/oil mixture. The serial number is 4M 6EO S 054883, which according to this website seems to indicate it is a 1982 Mariner: http://www.autorepairmanuals.biz/page/608055

I'm guessing a 50:1 ratio but I'd rather not guess. Can anyone confirm? Any idea where to find a manual? Thanks.

Yes, 50:1.

2.6 ounces of oil per gallon of gas.

More is NOT better.

I make that a 1984 model. Japanese built. ITYWF it is a rebadged Yamaha

50:1 fuel mix is always the safe mix for modern 2 stroke outboards. A few can run on 100:1 but 50:1 is a safer mix even for them. I'd bet the original Yamaha badged version used 100:1!

50: 1 is 2% oil
2.56 ounces per US gallon (or near enough 1 pint per 6 gallons)
20cm[SUP]3[/SUP] per litre in most of the world outside the US

You should be able to find an owners manual from http://download.brunswick-marine.com/download/dosearch/@isnew/desc?mod=4&lang=EN&categories=OUTBOARD$ although its really the site for Europe the Middle-east and Africa
It's not always easy to find the right one but it'll be there somewhere
