Agree, its not gas, and wander what it is, water freezes at 32* not 40

That's cool but, it says super cooled (-10*) and list done quickly

Standard freezer inside a styrofoam cooler, don't get the cooler in a freezer but think that has something to do with it. Water in a boat would not be quick cooled

Back to the topic at hand...

Assuming that stuff is some sort of water/gas mixture, why did it start coming out of the boat now? Maybe you have lots of water in your gas, it got cold and froze, and the split a fitting (or the tank)? In any case, I'd be inside the boat trying to figure out where that's originating.

If you truly have a fuel leak, I'd be looking for the source. Also its mixed with water? If the cover isn't leaking, you might have the foam filled hull saturated with water. What year/type of boat is it?

Gas won't even freeze at -40 degrees! Try more like -100 degrees and then it doesn't really freeze solid. What you have there is frozen H2O with probably a little gas or oil residue.

If your boat is stored outside, there is likely rain/snow that got inside and is melting/freezing/melting/freezing. If that is not the case, then you clearly left water in the boat from its last trip.

There are no other possibilities. Gas cannot be frozen in the situation you have described. It is impossible.
