Gamefisher - Pin Shearin' Mo-fo

I have a 1982 Sears Gamefisher 15 hp that shears pins at the drop of a hat. I know the shear pin protects the prop and the drive shaft and all that, but it seems that they shear too easily. I buy the Frabil shear pins from my local Marine shop. I guess they are brass. Would like to use something that is a little more durable but will still break before the prop drive shaft gets jacked up. Anyone have any advice?

Stop running into rocks! :D

Seriously, brass seems too soft for a 15hp engine. I would try stainless ones instead. What diameter are these pins roughly?
For reference, my old 28hp for example takes a 1/4" stainless pin.

Not sure what the diameter is, it is a Frabil #21 I think. Seems like stainless would be too durable for a shear pin. You think they'll break before something more important breaks or bends? Thanks for the reply.

As for thin rocks, like I said, the thing will shear a pin if it gets in a little mud, bumps a stick, hell, all you have to do is look at it sideways and it will snap.
