Full Tilt Lock on 9.9 up Mercury

I have a 1999 Mercury 2 stroke 9.9 hp. Its a manual trim/tilt. The owners manual says to shift to forward before raising to full tilt position. It sometimes goes into & locks and sometimes you have to try it several times. My question is twofold. What could be causing it to not hit the notches for full lock and why does it have to be shifted into forward? Thank you.

The lock is utilized in Reverse, so the engine will not tilt up out of the water when the engine is speeded up in reverse, it also locks in Neutral so the same thing doesn't happen the starter rope is pulled. In Forward the lock is disabled so as to reduce resistance to tilting up if an underwater Obstruction is struck.
The lock is linked to the shift linkage, bent/damaged/misadjusted parts of that Linkage can provide Intermittent operation.
If the lock is does not disengage in Forward, serious Damage to the engine, and boat can occur

Thanks Jimmbo, I understand the principle of lock or unlocked as far as protection of the motor from jumping up or hitting something. What my question was more related to was that when I wanted to raise the motor all the way up & have it stay in that position, it sometimes snaps into the high indent and other times you have to try it several times. To do this the manual says to put it in gear 1st. ?

Look on the side of the transom bracket for a knob. It is the trailer lock to prevent the pin from coming out of the notch while trailering. If that is engaged it will skip the notches and not want to stay up.

So if I read you right, if the knob is in the lock position when I raise it, it will skip full tilt indent. But if it's in the unlock position when raised it should pop in correctly and then I can move the button to the lock position so that it can't jump out when going across the water at full speed ( this motor is being used as a kicker), or trailering.

You have a 20 year oldie motor and the grease that lubed the sliding parts of the tilt assy mechanism are already dried up, with sand or with salt layer formations if the motor was used in salt water. if wanting the whole tilting assy to work as when new must perform a full maintanance procedure on the tilt stopper mechanism. For that will need to disassemble, clean and grease all sliding parts with marine grease, assemble back parts and voila. No grease is eternal..

Thanks for your response. I will take that under advisement. Not sure I'm ready to tackle that just yet., but if it persists I may have to.

I have a similar problem to the Original Poster. Flying Scott, you mentioned a knob in your post that is located on the transom bracket that needs to be in the correct position. I dont see such a knob. Where is it? My full tilt mechanism will not engage and keep the motor up full tilt. Thank you in advance.
