"FULL" fuel filter?

Should the fuel filter on my 1985 evinrude 40hp look "full" when the engine is running? It seems like its only a third full when I try to warm up the engine then the motor seems to become starved for fuel and die. No visible fuel or audible leaks,new hose clamps on all connections,fuel and a new fuel pump.
Should the filter look/be full?

135 compression on both cylinders and good spark on both plugs.

Check your spark too, but more than likely your carbs need a cleaning and rebuild. Any idea the last time that was done?

I don't know what kind of filter that motor has, but older motors had glass filters that always ran nearly empty. I sure was glad when they quit using those see-thru filters so people would quit worrying.

It was actually my wife who pointed it out. I know with the tractor we have at work you can barely see any fuel. Thanks for the help.:)
