Fule injected 2-stroke tigershark, no power, any ideas?

[TS1100LI guy]

I have a 1999 tigershark 1100LI, it's fule injected and it doesn't have much power. It starts okay, ideals smooth, but when I get on the gas it is very slow to plain out and then tops out at about 20mph.

I have changed plugs, drained the gas tank, changed the fule filter, and taken apart / cleaned the air intake system.

Any Ideas?
