Fuel Water Seperator

I purchased a Sierra Fuel Water Seperator Kit 18-7937. There is a plastic bowl underneath the filter with what I think is a screw type valve to let water out. I was checking this valve out before I installed it, by blowing a small amount of compressed air through it. Screw it in and air would pass but screwing out did not close it and I could still hear a small amount of air passing though.

Is this normal? I would think that it should close tight.

Ayuh,..... Welcome Aboard,..... That style can only be used above deck, only with an outboard motor,.....
'n, ya, it should seal when closed,....
