Fuel pump

So...boat sat for some time, about 3 years. Definitely had bad fuel so I got it all out and fresh fuel in. Had done a tune up prior to its rest and really ran well. New filters after I got all the fuel out. I had been cycling the fuel pump looking at the fuel condition prior to figuring out I needed to get the fuel out and trying to start it- it would stumble and try to run. Ended up killing a starter that was probably due anyway. So, put the new starter in, cranks very strong but is not pulling fuel. I took the fuel filter off and there does not seem to be any obstruction. Nothing getting to the fuel water separator. I do hear the whirr of the pump when I turn the key but no fuel being pulled.
2006 350 mpi. Replace fuel pump?

Ayuh,..... Backtrack to the tank,...... Is the anti-siphon valve at the outlet clear,..??
Is the dip tube to the bottom of the tank clear,..??
Prefill the fuel filter abit, as the fuel pumps gas, better than air,.....

I pulled all the fuel out with an electric pump until it drew air...I dunno....beyond me I guess on this one. Probably simple but I don't have this sort of experience I guess.

And I just pulled the line off, fuel easily draws from the tank soit spit cough yuk...
