Fuel pump install

Having issues installing my new fuel pump. Is the lever inside the block supposed to sit above or below the operating lever on the pump itself? Searches online suggest it sits above, having first been raised, prior to fitting the pump. Mine refuses to lift. Even got a heavy wire loop around it but it won't budge! Any input or pointers much appreciated.

The pump arm goes under the rod. The rod rides on a cam lobe, and its probably in the full down position. Remove coil wire or disconnect the distributer and bump the starter to rotate the motor. This will bring the lobe away and the rod can be pushed up inside the block farther. Use a flat tip screw driver and push the rod up, then put the pump in making sure the arm is sitting on the rod

Many thanks Dodge. I got it sorted. I had misinterpreted the instruction I got online to "lift the pushrod" as opposed to "slide it back"! I had been trying to lift it up towards me! A feeler gauge slipped in at the base and it slid in/up with minimum obstruction when fitting the pump. Thanks again.
