Fuel Pump Fuse - Volvo 5.7 L

Does anyone have ideas on what would cause the 20 amp fuel pump fuse to blow on a 2000 model year (boat is an 01--engine is 2000) 5.7 L GSI? The fuel cell combo is quite expensive and want to be sure I isolate the problem before I go that route--

there was another thread on here where a guy was troubleshooting the same problem. He ran the fuel pump on it's own fused power from the battery. If the fuse still pops then . . . it's the pump
