Fuel Pump Filter or Regulator

I have a 1988 Sea Ray which I just replaced the electric fuel pump to correct an issue with the engine bogging down at 3,200 RPM. The engine is a 2004 Crusader 5.7 with a Holley carburetor. When I replaced the fuel pump on the intake side there is this device that I am trying to identify what it does, as its not listed in any parts manual. Is this a filter or regulator?
The part that is painted in blue connects to the Water/Fuel separator hose, and I need help identifying the part that is painted blue, it does not have any part numbers.

Looks like a fuel filter housing to me. No reason to regulate fuel on the intake side of pump. Open it up and look...

Says right on the pump not to use Teflon on any fitting and I see Teflon...
