Fuel problems or what?

Hi, I ran my boat with Johson 40 VRO -1987. I've got this problem for quite a long time and now I want to fix it before season starts here in Finland. My actual problem is this; motor rans normally, however every time when throtle is in surtein position, motor do run normally for a while and then decreases RPM. Could it be throtle related promlem or

You should start by checking compression, check spark,should jump to ground 12mm, bright blue lightning like snap. Let us know what you come up with.

You should start by checking compression, check spark,should jump to ground 12mm, bright blue lightning like snap. Let us know what you come up with. compression numbers should be 125-150 PSI.
