fuel problem

my mercury 9.9 pro kicker started leaking fuel out of the exhaust line, any ideas why?

Exhaust line? Not sure what you're talking about. When you pump the primer bulb, does water leak out of the front of the carburetor? If so, you have a needle/seat problem in the carb. Check your plugs to see if one is saturated with fuel after running, if so, you have an ignition problem and that cylinder isn't firing and burning the gas. A year and model number will get you a lot more help and information.

The year is 2013 and the rubber tub coming off the exhaust shown in the picture, thanks for any advice

When a 2 cycle outboard leaks fuel out of the exhaust, it can be caused by a leaking fuel pump diaphragm.

Yes it can.----Repair kits / diaphragm for most pumps are available.
