fuel pressure issue - 5.7 MPI

Ive been having an issue with my 1996 black scorpion 5.7L MPI engine. The engine cranks and idles fine but whenever I give it some throttle is hesitates or cuts out before accelerating. Its also backfiring (I believe through the intake manifold) when I give it throttle.

Here a list of stuff I have already done/checked:

1. Just had heads completely rebuilt
2. Almost all new engine gaskets
3. Installed new thermostat
4. New oem recommended Spark plugs with correct gapping
5. New plug wires
6. I have plugged in a codemate code reader and it doesnt give any error codes
7. Last thing I did was check fuel pressure on fuel rail and it was about 22psi at idle (supposed to be around 30psi). So I disconnected vacuum line going to fuel pressure regulator to check vacuum coming from intake manifold and it was about 13in. mg (seems about right?). With handheld vacuum pump I then applied 10in.mg vacuum to fuel pressure regulator and pressure drop was about 5 psi (about what its supposed to be), so fpr seems to be working fine.
8. The next thing I knew to do was disconnect hose from fuel tank and place it in a different fuel source. However pressure did not change.

Could it be fuel pump?

So this is where Im at and I am completely stumped.
Any help/suggestions would be greatly appreciated as I have limited experience.

Ayuh,... I don't see fuel Filters mentioned....

good point, forgot to mention I replaced the water separating fuel filter. Also checked other fuel filter and it seemed to be flowing unrestricted. Any other ideas?

Ayuh,... If the pump has a good solid clean supply, yet can't deliver the spec'ed psi,...
I'm thinkin' it might be the pump...

Anyone had this same problem? anyone know how I can just test the fuel pump?

I had a very similar problem. I have a 2000 Ski Sanger with the Black Scorpion. Mine would idle and it would take a load on when it was cold, then it would just fall on it's face. What was happening was when my fuel pump heated up it pretty much just quit working. So I threw a new pump in it and then it ran fine! I think my pump took a crap on me because I left normal gas (NOT ethanol free) in the system for the winter.

Now, im at lake Shasta and the boat ran fine the first three days, but now it won't hold one RPM. It keeps falling off then the speeding up again... I cant figure it out. One thing I found last night was a little piece of wood stuck in my anti-siphon valve. Took that out and we're testing it today

jcarrick thanks for the reply. I will be installing a new fuel pump this week as well and hopefully it will solve my problem. but let us know how your boats runs after you test it. thanks.
