Fuel pressure and restriction

Does having normal fuel pressure at the Throttle Body (TBI) at idle and under load and WOT, rule out fuel starvation? Or is it possible to show normal pressure and still have a fuel restriction?

If the fuel rail has pressure, 'n it's clean fresh gasoline in it,....
Ya, that kinda rules out fuel starvation,....

I found the wrong injectors in my Throttle Body Injection. The 5.7L marine engine takes the injectors ( and rebuild kit) for the 7.4L TBI !
The PO put the 5.7L automotive injectors in and it caused rich fuel, WOT Hesitation and low WOT RPM!
