Fuel outlet connection on Cool Fuel 2

Just replaced my pump and pressure regulator on the 2003 5.0 MPI. When inserting the hose assembly (8M0122042) that runs from the fuel cooler up to the fuel rail I noticed something that seems odd. Where the hose plugs into the copper fuel cooler this apparently is a swivel or a loose fitting connection! The seal is called a "quad ring" (8M0214975) and this is apparently the only seal in use according to parts diagrams. The metal tube is held in with an screw (866114) and this design does not cause the tube to be rigid in hole. I replaced the quad ring seal and there is no change. Now I'm hesitant about putting the cool fuel module assembly back in without knowing for sure it will not leak. It's really difficult to do with no access. What a strange design! Would appreciate any comments or knowledge anyone has.

If there isn't any burrs inside were the quad ring goes it will seal.

I had fist Gen cool fuel which used 2 O-rings and the same screw, and only thing to watch for is make sure the screw goes in the correct place on the tube. The screw can be placed in the groove but also before and after it, so make sure
