Here's a page from the 1975 Manual about fuel/oil (the gray section).

This is an important procedure if you just pour the oil into the tank it goes to the bottom, for awhile the motor smokes and runs crappily - when the tank is getting empty the oil has been used up and the gas now contains a min. amount of oil, causing damage.

It doesn't take much agitation to get a homogeneous mix. Can't imagine launching or running a boat without agitating the fuel. I usually put oil in the tank before gas.

I don't disagree with the theory you offer, but the only way I can see it causing a problem is in a boat that is on the trailer and not moved.
