Fuel Issue??

I have taken it upon myself to recondition my buddies 5hp Tohatsu pull start outboard w/tiller, after he flipped hid Gheeno, submerging the powerhead. He had it sitting in his garage for about a year or 2 now, but he did rinse it, get it running and lube it before it sat. I just took the carbuerator apart cleaned it thouroughly and reassembled it. I also replaced the fuel lines and spark plug. After putting everything back together, it started right up and ran fine, I gave it a couple good rushes of fuel and it revved right on up. I let it run for a bit, turned it off and on a few times and let it run for a while. However, about 10 minutes later, I tried giving it more gas, it remained at idle speed. Then when I dropped it to the lower speed, it responded by slowing down for a bit, then seemed to get starved for gas or air (the primer ball would go soft here too) and began climbing rapidly. When this started I would crank it real fast to full throttle and it would respond, then start to die. When it starts to die, I return it to its idle/starting position and it runs fine. I did notice however that it want 'peeing' so i routed some 80lb test monofilament throught the whole and got water to start flowing. Could something have happened when i first cranked it and it accelerated fine, that caused something to burn out and cause it to have this problem due to not peeing?? The only other thing I can think of is maybe I just need to clean the carb once again, as there may have been something in the engine that made its way in there and caused it to gum up a bit....it has been sitting quite a while.
