Fuel filter not full with engine running

Should the fuel filter between the fuel pump and carburetor be full when the engine is running? I would think it should be but mine on my '97 75 HP is not. Is that normal?

If the inlet (fuel pump side) is higher than the outlet (carb side) you can get a rather large air bubble which may not go away. If this is the case, as long as the engine is getting enough fuel, it is nothing to be concerned about.

Next question. It seems like I read in one of your posts something about an O-ring on the quick connect. Where is it located on a Force/Mercury ('97 -75 HP) quick connect? I looked and didn't see the O-ring or a way to take the thing apart. I feel that I am getting air into the fuel line, causing it to be starved for fuel at low speed. The engine especially wants to die when I put it into gear.
