if it is what is the rams position (in the tube housing located on engine or sticking out) I would start bu greasing the zerk fitting for the steering tube should be on the steering tube where the steering line goes into engine. I have had the same problem with my 115 merc. After greasing I used a block of wood and a mallet to knock the ram back into the housing. Once I did that I could use the steering wheel back and forth the grease the ram. I notice if you store the boat with the engine turned all the way to port it keeps the ram inside away from the elements. Hope this helps.
