freshwater system sludge

1987 Merc 4cyl 165, the chevy one, closed freshwater cooling system, upon returning from sea trials, i found this sludge in my freshwater tank. I am having a hard time determining what the heck it is. Obviously antifreeze mixed with.... funny thing about it, it smells like gear oil. The only gear oil on the boat is in the transom unit. So i'm confused... the engine oil looks ok, i...just dont know.
