Four Winns 245 Instrument panel cover issue

I have a 1999 Four Winns 245. There is a plastic cover over the instrument panel that is sealed to the fiberglass. Recently this has started to separate from the fiberglass between the instrument panel and the windshield. Not only is it ugly, it allows water to leak into the instrument panel.

I''ve tried glue but that just made it worse.

Does anyone have this problem ? Is there a way to solve this without replacing the entire assembly ?
