fouled plugs

I have a SeaDoo sportster 1800 and had an engine freeze up last year. Ever since the rebuild it is fouling plugs. Any ideas?

did the shop that repaired it adjust the carb?..perhaps too rich?...was the oil pump adjusted for "extra" oil?

be places to start looking...

p.s. I'm assuming the 1800 has a rotax and not a mercury, if wrong i'm sorry and this post of mine is useless
