Force won't turn over

Ok guys I had my motor rebuilt. Try to crank it up nothing. Barely turns so I took the plugs out and it turns like a champ.. I put pre-mix in each cylinder to lube it and and turn it to clear it out. Put plugs back in but again nothing. It barely turns but sometimes there are times where it turns over just for a second but goes off. Is it electrical or something. I need someone to point me in the right direction to fix this asap.

Disassemble all elec. connection, incl. ground, from batt. to starter, clean and reassemble. Persistant prob.= starter. PS load test batt.
