force o.b. water pump problems

i have a 1999 120hp force outboard. it never seems to pump water out the pisser at low rpm.s even with a new impeller. is this a common problem? is there a good fix for this?

If you have a new pump/impeller and no pee.Is that in the water or on the hose?The hose will not supply enough water.
You could have a small blockage in the line.My neighbors boat did that and I found it had bugs building a nest or laying eggs in the hole.A piece of weedeater line ran into the hole helped.J
