Force 35 HP Shocking Me and Not Running

OK, First, my 35 HP 1986 Force engine was flooding, so I fixed the float and think I have that taken care of. In getting the boat to run, I removed the cover and start it, but the engine fails to idle at low RPM. If I don't reach for the throttle on the engine and open it up, it will not run. It only runs at high RPM and then dies if I let off. It also floods sometimes, which I assume is an issue with the bending of the little brass flap on the float to make it float lower in the bowl. But, as the engine revs up, I get a nasty shock. I just recently (yesterday) got the shop manual. But, before I devote time to troubleshooting, was wondering if anyone has any great ideas. I have removed the flywheel to see if there is a short in the stator...no dice. Stator looks clean with no burn marks or discoloring. Thanks for any help. I appreciate your time.

You might want to check you spark plug wires to see if they are arcing to the motor. Your problems with the motor running could be related to this. If one of your wires or coils is shorting out to ground the cylinder may not be firing. Check you plug tips and verify they are burning the same. I have read posts where people are getting shocks but I cant remember them ever posting where the shock is coming from. My guess is where you are getting the shock is not grounded. You could put a meter on the minus battery lead and touch the positive to where you are getting the shock. Try first on high AC volts. If that dont show anything try dc volts. The problem is that the rpms will have to be around 2000 in order for your AC volt meter to read it. Other wise you will need a DVA adaptor for your meter.
