95 is all Mercury T@T
On the other side of the housing
180d from the pressure relief is a cover,
under that is a spool and sleeve. and a
spring with check valve.
The assembly needs to be cleaned.
Use soap and water and then lube with
WD-40 when you reassemble.
Some cleaner/chemicals can swell the
o-rings and seals.

99% of the problems with these units is
LUBRICATION or lack of lube.
The seal on the ram dries out and seizes and
locks the ram or the seal pops out and leaks.
I use White Lithium or even motor oil or marine
grease.
Lube it often.

If it's not leaking?? the seals are ok.
The Hyd. pump itself, don't take it apart.
They can be real hard putting it back
together.
The o-rings come in a kit, but you'll need
the model # from the tag on the pump
The repair I suggested: take the o-rings
off and turn them around.

Should it be a seal on top of this?

I can't find a good parts diagram that shows
these parts in detail.
If there is a o-ring or seal it might still be in the
unit??
In post #3 of the Force forum, there is a post with
FAQ about the T@T repairs. The post contains
pics of the internal parts and how they line up.
They're not your parts but the way they are in
the pics is what I'd like to see if you can put them
in order and take a picture.
That way I can compare them to what I can find.

If there was a seal and it broke, the pieces would be
in there somewhere.

I hope it goes back together.
Usually there's nothing in the pump that can
be fixed, the only thing is a can of spray cleaner
and compressed air.
A piece of dirt, smaller than a pin head can make
the pump malfunction.
A flat spot on an o-ring or a wear spot can cause
problems.

Had a problem with a 95/twin120's Wouldn't run right
no matter what was done.
Cleaned the carb(after swappingcarbs with the other motor)
3 times. Then after cleaning the 4th time what ever was
making it run bad was gone?? Still running good.

The only thing to do would be is to change the o-ring.
Have you tried it after it's back together?
Was there a metal ID tag on the pump anywhere?
If so, that tag has the model # and you can order parts from that tag.
You have the model/serial# for the motor? That also can help with
ordering parts.
