Foam under floor deck

Hello people.
New to boat restoration, new to owning a fishing boat. Purchased this boat last week for £400 no motor but including a really good hitch up trailer, great condition new jockey wheel, bearing are perfect, winch is working fine. Carrying a 16/18 foot fishing boat. Even all the rollers a new all working. My problem is. The problem is on viewing the boat I spotted the floor. Was bouncey so I knew the problem is with the stringers. Short story took up the rotten ply deck, to reveal like ply wood floor boards in good condition? . Lifted those to reveal 6 voids filled with foam, all soaking wet. Those removed to expose stringers encapsulated in fibreglass good job really but unfortunately underneath were all rotten solid wooden stringers. SO all removed no problem hull cleaned new stringers made from gravelboard injection anti rotten pressure treated. Cut then re dipped in wood preservatives. Then all stringers coated in fibreglass liquid. So all now ready to lay in position.
My idea now is with the pre treated stringers tag tem in position using fibreglass paste. When set in place encapsulate each one. Lay again new Marple floor boards as was again treated and sealed. On top of those my marine ply floor top again pre treated. Then seal top floor into kind of Grove in the hull which is at the perfect height. Then seal all top floor section with again fibreglass paste. But my problem is what I was going to do it drill a passway hole through each encapsulated stringer support for any water entering the voids, to go straight to my bilge pump box . But on thinking on this method the 2 part expanding foam will fill the water drilled holes so stopping the water flow from section to section to the bilge location.
SO can anyone help with this configuration? But still can't understand why the foam was absolutely soaking wet so overtime rotting the stringers. No idea how to proceed.
