Flywheel won't turn

The flywheel on my '85 Johnson 9.9hp won't turn. Let's assume for the moment that the engine is not seized since it was turning for me a couple of weeks ago. I might have tried turning it while not in neutral. It's now in neutral, prop turns freely, however flywheel is locked-up.

If, a couple weeks ago, you tried to start it w/watery in your fuel, it may be lightly rust-locked. Turn the motor face-down and spray liberal amounts of pb blaster into each plug hole and let it sit. Rock flywheel every day and hope it loosens. Don't force it.

Also.. turning the prop in Neutral only spins the propshaft. If the gears in the gearcase are locked up, you won't be able to move the flywheel as the driveshaft is directly connected and always spins the gears when motor spins. Only way to be sure what's locked up is to remove lower unit.

I applied some toruqe and got the flywheel to turn freely now. Not sure if the problem was in powerhead or lower unit. I can turn prop with gears engaged and powerhead turns ok. My main focus is to get engine running. IF lower unit need attention, I guess I can deal with that later.
