Does anyone know where to get some new magnets for a 1994 25hp Tohatsu?

You get a new flywheel. You will need the correct model/serial; year is unimportant.

What happened to the original ones, popped off or a brilliant unskilled mech tried to remove flywheel by saving buying a flywheel extractor and hammering it sideways along breaking one or more magnets ?

nah, you could hear/feel some grinding when turning the flywheel by hand so pulled the flywheel (with a flywheel extractor) and noticed one of the mags was broken. all were loose I guess the epoxy had finally given away.

Assuming you have an M25C2, which is quite obsolete. (Year of manufacture is unimportant for servicing a Tohatsu/Nissan: Model/Serial is everything)...

You are out of luck for a new part... Try the OB salvage shops.

Have a Tohatsu 30 HP working with broken magnet epoxy re glued back, engine working fine, if broken magnet pieces are not missing, try re gluing back to same position or as Pvanv stated look for one at salvage yards.
