Flywheel came apart

The other night on the lake my2003 40 hp Mercury broke. When the starter engaged it knocked the ring of teeth off of the flywheel. Can this be reinstalled? Can I do it without pulling the flywheel? Was this only pressed on?

FWIW, a quick look at the online parts diagrams I see don't list the ring gear as a separate part. But there are many models, so you'd have to check for your exact model to be sure.
