fly bridge shifter

I recently picked up a 1978 bayliner Victoria 2750 command bridge. Got it running good but my problem I had today was getting it into gear. The bottom shifter didn't want to move and the top one was easy forward and reverse but didn't go anywhere. Was there a trick to these because of the top and bottom controls or maybe my cables bad?? Thanks

They should move in conjunction with one another. If the lower helm cables are frozen, then when you moved the flybridge shifter, all it did was flex the cable. You probably didn't actually put it in gear. Disconnect the lower helm cables and see if it goes into gear then. if so, switch out for new cables.

So after pulling the plate off the outdrive of my volvo penta 280 and pulling pins on cables they won't move at all and broke off the one below trying to move it. I'm thinking cables are shot. Boat sat for 5 years.
