Flush port spewing water while running

I was flushing my 20hp Honda yesterday with ear muffs and noticed water was coming out around the backside of the motor, just below the motor cover. I took the cover off and there was a steady, heavy stream of water coming out of the flush port (where you screw in the flush adapter). This problem must have been going on for a while as there was a fair amount of corrosion (salt water) on the various metal brackets below the flush port.

20hp, short shaft, tiller. I can't remember offhand whether it is a '10 or '11.

Any idea on what the problem may be?

Is there supposed to be a cap on the flush port to keep it blocked when not in use?

The flush port must have a screw when not in use ? if so, does the screw has a worn gasket ?
