Finding match between 25 Mercury upper unit and its lower unit

I'm interested on bidding on an ebay Mercury 25, serial number 0G170657. It does not have a lower unit. I now see that a Mercury 25 lower unit that is from model year 2000 is up for auction. In some internet boat parts research, I discovered information that serial number OG170657 indicates that it was manufactured in 2001. My question is: would a lower unit part for serial numbers that begin with "0F......" work with the one year newer upper half? In other words, can a 2000 lower unit be fitted together with a 2001 upper unit?

The lower unit came off of a Mercury 25 with the serial number: 0G986826.
The motor, upper unit Mercury 25 has the serial number 0G170657. Wouldn't it be correct to observe that since both upper and lower units start with 0G....... that the two parts would fit together?
