Finding a specific folder in Windows XP Explorer?

Why am I unable to find the Temporary Internet File folder in Windows Explore? I have gone into control panel and unchecked hidden files and folders and system folders.

If I click on a picture that Windows Picture Viewer displays, it shows the chain.

C:\Documents and Settings\Users name\Local Settings\Temporary Internet Files\

I can find everything in the chain down to \Local settings\. There are only two subfolders under it. They are \application data\ and \temp\, but no \Temporary internet files\.

What gives?
