Fast idle/start

I just bought a 1987 cajun bass tactics boat with a 1983 70hp Evinrude & I'm having issues with it. Raising the fast idle lever will bring the engine linkage off of idle set screw & advance timing, pushing it back down doesn't return it to idle or retard the throttle. Is the lever suppose to return it to idle or does the spring loaded linkage on the engine return it to the idle stop?

Lever should bring it back against the idle stop.----Tried adjusting throttle cable?

A cold enough engine will normally take a few minutes to fully warm up & drop the fast idle speed to normal idle speed.

I am not an expert on your motor, but my '98 Johnny developed a situation where the linkage stuck. I exercised it and it was fine after that. You might like to see if it needs lube.

Try adjusting the black plastic thing ( trunnion ) on the cable.---Slight preload against the idle stop screw.
