F20 hard starting - fuel delivery issue?

Engine is about 10 years old but only 50 hours. Stored with fuel stabilizer every winter. Had a very time getting it started after pulling it out of storage. Ran only for a few seconds only after spraying starter fluid into carb intake and then died. Eventually after about 1/2 hour of trying I got it going and appears to run well after short ride, Last year it was hard to start cold but started and ran well once going and warm. I am thinking it must be a fuel delivery problem. The bulb never gets overly hard and I notice there is a small leak around the gas gauge/ connector. I a portable 5 gallon plastic Yamaha tank. Looking for suggestions to fix the hard start when cold. The engine has electric start. Thanks, Nick

fix all leaks,
if fuel leaks out air can be leaking into the suction side of fuel system.
it is always good to post the complete motor model # to help others know what motor you are talking about
