"Extra" water pump gasket - 1989 70

The water pump kit I got for my 1989 70 contains a gasket whose outline is the exact same shape as the bottom (metal) plate of the pump, and the inside is open. The gasket is not shown on any of the diagrams I have seen, and my factory manual does not mention it. It's a standard paper gasket - the only thing I can think of is that it goes between the lower plate and the gearcase. Should I use it? If so, do I need to coat it with gasket sealant?

I have done both a '92 60hp and a '00 55hp, and both called for a gasket between the lower unit and the metal plate, and I believe said to use gasket sealer on it. On my 55hp, the manual actually states that the 55hp and 50hp DO NOT use a certain part, so I would think even if yours had it, and you were not to use it, that it would say something about it. Perhaps the water pump kit is just a generic one that fits many models (as a lot of them do), and some use that gasket and some don't.
