external regulator wiring.

I have a 75 ish volvonpenta aq130c. Was wondering if anybody knows how to wire my voltage regulator. It has two larger Terminals and two smaller terminals. One of the small terminals is marked "I" and the other wiyh an "S"
The two large terminals are not marked.

That's not a regulator I've ever seen it looks to me like a starter assist relay(Merc calls them slave relay).

Ok.. I kind of thought that at first, but I just dont see a need for one... Thats why I thought it might be a voltage regulator. Any ideas why this might have been there?
Here is a picture of how it was wired in. It was not running when I picked it up, but after rewiring, and taking this relay out of the question it runs. The attached pic shows how it was wired in. The white wire is coming from the ignition switch in the SOL position. The blue wire was wired to the + on the coil. When this is energized, it closes a path from the battery to the solenoid.
I just dont see a need for that so I think Ill leave it out.

The reason it wouldn't start is because the slave relay (item were discussing) was not working. The slave is used to connect a high current connection (from battery to starter solenoid) instead of the high current coming from the key switch directly. The first pic is how it should be wired where the "I" terminal goes to the start side of the key switch, and the "S" terminal goes to ground
