external fuel tank question

I purchased a plastic external fuel tank for an outboard I just got running, and had a question about it. On the tank cap there is what appears to be some kind of vent with a plastic screw to close or open it. What is this screw/vent for, and does it matter if it is opened or closed when running the motor?

That is for venting the tank. It allows air to enter to replace fuel used while the engine is running.

When you are going to start the engine back the screw up so that air can get in. When you are done for the day tighten it up.

I cover mine with a damp cloth to catch any sloshing spills.
