exhaust manifold installation Mercruiser centerrise 5.7

I am installing cast iron center rise exhaust manifolds on my 5.7 engine. I would like to confirm my install process:

clean surfaces...new gaskets, applied dry......bolt torque to 35ft lb both manifolds and riser bolts... torque in three steps to final, from inside to out.....re-torque after 30 min. run, then after 20 hours.

questions: are flat or lock washers used on the manifold and/or riser bolts?

any thread locker used on any of these bolts?

Don, I saw this picture, which shows no washers....however, the rise bolts have round rims around the bolt heads, the manifold bolts are just bare bolt heads.....going to that large recess in the casting....washers just seem appropriate....do you install without washers?
