Excessive oil in fuel filter 2000 130 hp Johnson on start up (J130VXSSS)

First time poster, great forum! Have had issues all summer with motor. Rebuilt all 4 carbs with OEM kits. Had issues with fuel leaking out of overflow port on carbs after verifying float level with bowl. Adjusted a bit lower solved issue. Previous mechanic didn't have high speed screws tight, were very loose and fouled in carbs, cleaned and tightened. Replaced all zip ties with OMC fuel ties (rounded ends).

Now when I go to start first time for day, the clear fuel filter on the motor is full of oil with the fuel mix, dark blue. Also carbs are full of same mixture. Have to drain and remove to get motor to start. Am using portable fuel tanks as the built in tank leaks. Took and loosen oil tank cap, no change. Am at a loss as to why this occurs. Possible VRO? Any help will surely be appreciated, been a tough summer and wish to get her going for the fall season.

Dumb question I know, but where is the oil tank mounted ?? It's usually the oil tank that causes this with a bad cap.

The tank is lower than engine. Original oil cap and hose/primer. Maybe that's the problem, but I have been leaving it loose. Thanks for the reply boobie.

The early 2000 series VRO/OMS pump was bad about pulling the o-ring off shaft internall in VRO causing this problom also, replace pump!!
