just joined the forum after arriving home with the above mentioned motor...it's frozen...estimated cost $9.60 in gas and oil for the trip to Portland...would I consider this a parts motor and continue to look for one that's running?

Welcome to the forum:)
Set the motor with plugs pointing up and spray/pour some penetrating oil in the cylinders. Let set a few days and see if it frees up. Sometimes on old motors that haven't been run for awhile, the rings stick. Penetrating oil may solve the problem.

I've picked up two motors in that condition. Got them freed up and running like a charm. I turned $110.00 investment, into $500.00;)

PB Blaster works pretty good for that. Give it a little time, you should be okay.

Try PB Blaster. I got one to free up using it. Just give it some time to soak in.
