Evinrude over charging.

I have just re commissioned my old Super V having sold my Four Winns Horizon. The Four Winns was too big and so never got used. Having stripped the carbs and re fitted them it now starts on the button but I have another problem.
The buzzer is going off within a few mins of starting it, there is oil there, I can see and smell it in the exhaust and it had only been running a few mins. If I turn it off and re start it goes off only to come back on in 2 minutes.

The other thing is the battery is bubbling over as well, 16.3 volts going to it, can that be right.
